They open at 9am on weekdays, the earliest you get the the better to avoid a long line
At the library, you can get Only NYC ID. If you need NY State ID, you have to go to DMV (New York State Department of Motor Vehicles). You have to decide what do you need. However, very close to the library, there is a DMV office. Good luck.
