What do you do when you are a legal tenant living without heat and water and Ameritrust/Atlanta is responsible for repairs? but is dragging their heels?

Sounds like Ameritrust. When we worked with them they constantly left tenants without general utilities. Sometimes taking weeks if not months to even go out and look. I would contact a lawyer

You contact the fair housing people and report them. Tell them what is going on and then contract lawyer for breach of lease on there behalf and get your rent refunded to you
