found a cute little dog wandering in the road near the dumpster of our home in the middle of the night. No sign of a nearby owner, no collar. Where would be the proper place to check for owner and/or ensure he's had necessary vaccines to keep him.

If you take in do contact shelter and do a found report at a minimum. Someone cud be looking for him. Nextdoor neighbor, lost and found pets on facebook

Look on craigslist to see if anyone has an ad for a lost dog fitting the description

If you cant take him/her to the shelter call the local amimal control. Most have a chip scanner, and or will take the dog to the shelter.

Report lost dog to local shelter. His family is probably frantically looking for him. Any veterinary office can scan for microchip. Otherwise there's no way to know what his vaccine history is.

You can take the animal in and they can scan it for a microchip.
