They open at 8 am BUT ! you can do your application on line (cacaa) have all your documents and upload them then submit your application and you should get a call within 24-48 hrs OR You can call starting at 3:45 pm Monday - Friday until you get a live agent then they'll schedule you an appointment to bring in all your required documents. You have to go on their website as far as I know, that's where I do my applications, but I think 9 am in the Monticello office
