Downstairs absolutely is.
It's a bit narrow and rough but nothing out of the ordinary for a dockside restaurant. I didn't notice a ramp to the upstairs dining room. The street level pictures show all there is to see really. The staff is super nice and accommodating so if there's anything you need I'm sure they would go out of their way to help.
Yes, but if the person in the chair is a bit heavy, it will be a bit difficult to get to the second floor but accessible.
