How are they getting away with “loading on delivery vehicle” and being “out for delivery” for several days to a week without even delivering? How are they still in service doing this?

My packages all come from amazon and they deliver through this ups. All 3 of my packages have been stuck here. The one last month was stuck here for over a week. Idk how they’re getting away with this.

Glad to know I'm not the only one having this problem. I get "out for delivery", then "delayed by one business day", then "out for delivery", the "delayed....". I'm now on day 3 and nobody at UPS can provide better details.
