As long as the car is registered in Maryland and you DON'T have historic tags, yes

Actually there is a waiver for emissions if you are 70 years old or older and drive less than 5, 000 miles a year. There is a box on your paperwork to mark and I would call the MVA for further instructions. My parents got waivers for years until they were over 90 and stopped driving.
