Depends on the event. I recently went to a Katy Perry concert and I didn't see any restrictions.
Yes all ages can go. The only reason there will be an age restriction is if it's an event not suitable for a certain age.
If your going to a basketball ball game you can be any age

If a guest plans to attend and is under the age of 18 years old, we strongly suggest they be accompanied by a parent or guardian. Barclays Center does not provide a parent waiting area, however there are local restaurants and shops in the area that you may visit."
