No, it is not right. Those spots are reserved, however if they're is no place else for you to pull forward and wait at all it may be the lesser of 2 evils. As far as the manager, she should be FIRED! She obviously has no business in customer service if she's hanging up on her guests , this is unexcusable behavior for restaurant management. If it been a regular hourly employee they probably could have gotten some type of written or oral reprimand...
