The mobile charger is max 32 amps. If you want 48, you need to install the home wall charging unit.
The charge rate depends on the charger you use and the 220v breaker that is configured for your charger. The charger that comes with your charger will only do 32 amps. Destination chargers, like those at hotels, will do 40 amps.
I'd suggest calling Tesla, this is for questions about the store itself, like when it's open, etc.
