I work at PCH, the Covid test will be done if Emergency room only if Dr orders it. Also, if your child is a patient scheduled to have a procedure then you will be booked for the Covid testing. I would check with your PCP.
You can call any rapid testing sites that are free to see what are their age requirements others call you pediatrician and they can better direct you. The hospital I think does automatic covid testing if they're symptomatic or being admitted to the hospital
My two year old was COVID tested when I brought him into the ER for being sick. If you're just looking for a routine COVID test, it's probably better to just use your pediatrician though.
