The address on my ID is Garland and I adopted. You have to be a Carrollton resident when surrendering, you can adopt from anywhere. They just need your Carrollton address to register your new pet with the city
I would guess it's your Driver's License with a Carrollton address, or a utility bill with a Carrollton address. Maybe you should call and ask them.
