Again, if they offered veto, and they scanned your badge, yes it is normal, however they can't force you to take it.
If it's VTO yes. Did you scan for VTO
Speak with HR. Sometimes managers give out VTO, this could be the case. Speak to your representative concerning this issue. I'm certain they'll have more clarity.
