Normally, no. However, if you have a Costco gift card, they will let you in. Also, depending on your area, they sometimes partner with organizations (for example, a local library) to offer a one-day shopping pass.
If someone purchases a Costco Cash card for you, you do not need to purchase a membership. You can generally use the food court, vision, hearing centers or pharmacy without a membership. I'm not entirely certain about liquor store, however.
I'm not sure, but have someone you know purchase a gift card for you and they will let you in without membership. Also, Groupon has a great offer on their membership right now!!
