Once it's a domestic flight into CLE you will not need a covid test. This rule varies from state to state. NY required covid tests travelling domestic from some states. Generally any non domestic travel entering the US you will need a covid test no later than 72 hours prior to your arrival in the US.

I'm unsure, I landed in Cleveland Hopkins airport earlier this month but I wasn't coming from outside the country. They didn't take my temperature in a noticable way.

I'm pretty sure they don't test at the airport, but they do take temperatures.
