If he is flying alone, then he probably needs ID. If he is traveling with someone like a parent, then no ID is necessary unless you are flying on an international flight.
Either way you need some sort of ID. (I.E. birth certificate, social card, or if they have some sort of ID from their school with their name and picture on it.
