Shawn gave an excellent answer. New businesses open every day, so it's possible that a legitimate business could be missing from BBB's database. If you'd like BBB to check out a business, the more information you have to provide, the better. Data points such as: web address, email address, phone number, street address, etc.
You can go to www.bbb.org and see if a business is legitimate, how many complaints they've received in the last three years, etc. If they don't have info, you can even request they check it out. Businesses that are willing to go the extra mile through some scrutiny and verification can even apply to be come accredited businesses, but just because a place isn't accredited, that doesn't mean they're not a good business.
