If that happens you should definitely speak to a manager and let them know about the problem.
Definitely not fair. Talk with the manager, it should be free of charge (my opinion). That is unsanitary and painful.
That sounds like a painful experience. I have never had that happen to me. The manager and I would definitely have a discussion related to health safety and payment policy.
