The only outside flotation devices allowed are arm floaties, baby floats with a bottom and no hard surfaces, and Coast Guard approved life jackets.
Yes if they aren't like enormous then you can just walk right in with them most of the time. Just make sure you pay and then walk in. They should be fine with it
