They have to pay staff, get animals spayed/neutered at the vet, feed them and pay a mortgage. $50 is cheap.

$50 is actually very cheap. They vaccinate and spay/neuter every dog, which already costs more than $50. Not to mention how much it costs to care for the dogs ($50 only covers a month or so of dog food, depending on that size). Despite all of that, they have staff running the facilities and organizing the volunteers that all allow for the dogs to live in a humane way while at the shelter. What about water costs, electricity, heat, etc.? Plus, having a cost reduces the risk of someone having to take a dog back to the shelter (because they are more likely not to make a serious decision if they have to pay for something). Things cost money and nothing is ever truly free (with the points above being an example of that). People who demand things for free are entitled and will struggle all their lives. This operation is not run for the people, but it's for the animals.
