Whichever, if you want shelter to pick him up he has to be confined in a safe place, they don't like waisting there time chasing after a stray.

As far as I know you must take him and fill out some simple paperwork. If you call animal control they MAY come assist but I doubt it.

Well. . . You'll most likely have to deliver him. I know it's sad to let go of a family member. But yes you'll have to do deliver him.
