I'd also encourage you to reach out to some Fort Worth based rescue groups for advice on how they're keeping more than 3. My city allows 4 and then you need a breeder's permit - strange as rescue dogs and cats are always spayed or neutered, so how could they breed? LOL The biggest problem once you clarify how to keep all 8 will be noise control, keeping the barking to a minimum amount and also keeping the poop picked up for showing the dogs are in a sanitary environment. Little things make a difference. I commend you and your family for keeping the dogs while combining households, far too many owner surrendered dogs and we know how full the shelter is. That probably would be a no, because by the state law i believe it is still one house so it would be 3 dogs per house no matter
