You can take them to the Animal services. The ASPCA doesn't always accept dogs. They are usually 100% full and turn them away. The Dallas animal services will take them and check for a microchip as well. They will hold them for 3 days before putting them up for adoption.
I recommend taking the pet to the SPCA down the street. They have a no kill and the animals are taken care of a lot better.

Absolutely. Thats why theyre there. If it hasnt been "fixed,". They do that..give it a check-up, and if its been microchipped, theyll contact the owner. If not, theyll do that too.
