I know this was awhile ago, but for future reference: animal services always has an on-call Officer on duty for all hours of the night. They respond to emergency calls like injured animals or loose aggressive dogs, etc. To reach them, you call non-emergency Plano Police and they’ll get you connected with the Animal Services Officer on duty.
An emergency vet may be able to assist, though I don't know of any that specialize in wildlife. Your best bet is to wait until they open (if the injuries aren't too severe).
