Generally, no. You must pay the full balance before taking your pet home. Try talking to an animal control officer to see if you can work something out. It never hurts to ask.
When i adopted my pet, i paid when i adopted and picked her up a fee days later. From my one time experience, the payment was due prior to picking up the adopted animal.
