Yes you may. It does not depend on unemployment.
You need to contact them directly this is the Google community that being said i know that the do account for ALL income so it maybe possible that if you are entitled to unemployment benefits but did bot apply to receive them than might stipulate that you need to first prove you began the process as the voucher amounts are determined by your income and family size.
