Who do I report to that one of the take out food places just used my credit card information for $109 today. I'm at home with my card❓

First call bank. Put stopper on your card.

First your bank then I would contact the hotel manager or concierge.

We just came back from there.. they charged my card, two days AFTER we left, for another nights stay!! I calledy CC company to dispute it!!!

First your bank or credit card company. Then where the purchase was made.

Bank dispute is really all you can do. Vegas overall does nothing for theft; police or hotels. You should still report it to the store management but I wouldn't hold my breath for any action.
