I'm on a lower floor and the heat is extremely hot when it's maybe 40 degrees out. You wake up with nosebleeds. Then on the days when it's below zero it's freezing and really drafty. You have to put blankets over the windows and use space heaters. We nearly froze to death during the polar vortex last week.
The heat is not controllable. We have to liertally turn on our AC in the winter because it's so hot. But the reason we can't just open the windows is because prior to it being extremely hot, it was extremely cold due to the windows leaking in cold air (so maintenance applied caulking to the gaps in the window and now the sealed windows cannot be re-opened until spring since they will not re caulk more than once per unit per year)
That building sounds like it needs an entire overhaul of it's heating system! My friend lives there and often times his bedroom and living room are freezing and the other 2 bedrooms are burning up.
