What do u need for renewal of ID, do u need to retake a picture?

You need your social security card, 2 proof of residency, and then you need your passport and or birth certificate. & If you lost your old ID, it doesn't matter. And yes you do need to retake your picture. If you have your old ID, yu can use that as one of your proofs of Identity as well
