No he cannot. It's against the law for a landlord to evict you. Only a judge can order an eviction. Landlords cannot force you out, change locks or stop utilities either. That's against the law. If your landlord served you an eviction notice, call the police right away.

Yes, you are in breach of contract. You signed a legally binding contract. You don't pay as your choose. You pay according to the terms of the conract. You have to abide by the contract and so does the property owner. The property owner has financial obligations also.
