Not sure about the hours for the park but there is no admission for this park. You go and leave as you please. I'm sure you'll be ok to enter the park at any time you want seeing that there are no gates or anything to stop you from going in
No fee, I've been in parks after closing. Generally if you are respectful & tell them what you are doing they are fine with it. I ski there at night all the time.
