The boat launch is open from May 1st to October 31st, however there is no indication that kayaking has any open/close dates, which makes sense since people are out ice fishing in the winter. If you Know How To Be Safe you can ski, fish or boat on the ice/water anytime the physics are right. There are other places without docks you could put-in.
I was there on April 7 and there were few people kayaking.
