They do photo id's. Not for new PA residents, however. Call first to see if they can help you. They are nice people there. They are open on Saturday's but it's the busiest day. Get there early. I dont know the hours. It's a limited service office. They do car registration too. If you are a AAA member you get discounts. You can get membership before the registration process is finished and still get a discount.
They do photo id its 30.50 for id if you have camera card if not another 15 for them to produce camera card unless you are a AAA member
