Yes they are, you need to read their website. No shelter is completely no kill.. Animal Services will take the animal back or in to help with humane euthanasia.
No. They even work with the animal shelter to lower kill rates through out San Luis Obispo County
From what I know this is NOT a kill shelter!! Animal Services IS a kill shelter
