I see people using their phones to film videos there. There isn't much to film there though, it's a ghost town there!
If you're unobtrusive and filming for personal use, you probably won't need permission. However, if you plan on having a film crew shooting for commercial purposes, you should get permission from the center and probably a release from everyone you film.

Filming in a public place like that, could cause litigious issues.
It depends on what you are filming if you are going to wake up the mall employees you probably want to get permission. If not, I'd go ahead
