I can tell you the entire problem cuz I talked to the so-called manager. It's called poor management skills. All I know is the last two times I've ordered from them the food is never right there is hardly anything in their burritos tacos whatever they make they put very little in them half the time they don't even put was supposed to be in them. So I informed her the next time I get food like that from them I will go into their place of business and put it on the counter and they can just remake it. Or I can just get a refund cuz I really wouldn't trust on the Remake it. I said they need a new manager.

I don't know why they close early, but I have also had the same experience. Your question is posted on a page where ordinary people can answer. I suggest that you contact Taco Bell management directly and express your dissatisfaction.
This comment is from two years ago but still rings true. They close early all the time just because they get bored or would rather smoke weed out by the dumpster lol sad and pathetic.
