You can received food with ID the first visit, however you won't receive meat unless you provide proof of income as well as a bill or some form for proof of address. You'll need these items each visit. 8 visits per calendar year.

Yes you could get food and clothes and they give you a voucher for ID if you ask for it and if you lost your ID and they help with other sorts of programs and stuff there
