My neighbor has a pit bull dog that’s alwasy barking in the ass crack of dawn and in the night he’s always barking can I call so they can pick him up or what can I do? The dog is literally next to my house windows

You cant have the dog taken away for barking it sounds like a case of neighborhood grumps

Just call the cops. It's a nose ordinance violation and the cops can have the dog removed. In which case they will call local animal control.

You would need to contact local law enforcement as the SPCA has no authority to come to people's home's and take away animals.
