I have in the past and all they want to know is where you found it and your info I Believe that they only charge to surrender a pet but best way to find out is call them

No the S.P.C.A. only charges if you are surrendering a pet. If it is ferral then the only information they require is where the animal was found (so they can make sure it was in the city of Fresno limits) and they also need your I.D. so they can have on record who turned the animal in. They also have you sign a waiver stating it is not your animal and that it did not bite you.
