My neighbor has had her dog tied up for at least a month. Is this legal.the dog has no interaction with anyone else and the poor animal crys and howells like he is in pain. What can I do?

Take a picture of the dog & show to the A.S.P.C.A and see what they say. Although, it would be better if you can find a rescue or a no kill shelter. 🐶😭
