My bestie came home to find a cat skull in a clear plastic bag in her back yard. She is very concerned that someone us trying to do her or her family harm. I have no idea how to help her.

No I'm sorry nothing I've ever tried required use of any animal skull.
Although animal bones can be used in some practices, the harming of animals is strictly forbidden.
