It is a nice restaurant and some people will be wearing suits and cocktail type dresses. But its also just a good local place to eat with a hometown atmosphere, so there will also be people in business casual as well as jeans with a nice top. Nobody I've seen there during dinner were just wearing whatever (sweats, jeans with holes, flip flops and other beachwear, or any of those things), but fairly wide dress options of a 'nicer' nature seem welcome.
There is an actual dress code, but everything said above is true. Men are to have sleeves and no shorts or flip flops. I have gone to del bar in a sweatshirt, but only to hid in the corner at the bar and have a quick app or two ;-)
It is upscale. I have been going to the Del Bar since 1970s I would never go there in a t shirt and/or jeans. Always a nice shirt and pants or suit especially on weekends.
I like to call it fancy casual. Definitely don't come in holy jeans or sweats, but it's also okay to come in jeans
It's a little upscale but I've seen people in shorts & t-shirt, I'd almost call it business casual.
