Make sure all of the pipe "knobs" are open in the basement or any where else, if someone was working on a sink or something. My mother had a young plumber Change her garbage disposal, and he closed several knobs. Water pressure was strong on the first floor but there was almost no water pressure upstairs (at least for the hot water). It took almost a few months you figure out which was not fun. As far as the weather, I know a few people that have had pipes freeze and burst so far this winter. Maybe check to see if any are frozen over. There are supposedly "pipe blankets" or covers you can purchase that will defrost them. You're also supposed to let a faucet drip slowly to allow the water to move in the pipe in this kind of weather.
