The two pools are supposed to be for the Sea Crest. However, in watching the relative use of each, others from outside the Sea Crest use them. Pool Bar Jim's is better than going for the pools. You don't need the pools to have a great time there, they are just a feature that is next to it.
Only if you are staying at the Seacrest. The pools are not open to the public.
