Yes, you can grill and picnic in the park adjacent to Splash. You cannot do it in the Waterpark itself, but you can at Mill Creek. They have grills and Pavillions.
Yes splash inn the borrow is within a big recreational park. You can grill at the park, but you cannot bring any food into the actual water park.
