What is the best organizing software for photos? I do have Adobe Photoshop 2018 which has Organizer, but have not used it yet. Would appreciate any comments!

Have a look at Acdsee for a low cost non-subscription alternative. Personally I use Photo Mechanic as a DAM, and Affinity or Digital Photo Professional for editing.

Lightroom is the best but I'm assuming that you have photoshop elements which has a much improved organizer tool - you should try it before you invest in a lightroom subscription
