If a car was sold twice with no title transfer and lost title is it possible to get title with 2 bills of sale to another new owner?

I just went through something similar I bought a car in February from someone a day after I moved to GA then, when I tried to register the car, I found out that the title was floated from person to person. I just found out that I couyget a "bonded title" last week it costs me about $125. All I needed was my bill of sale.
