It shouldn't take very long. Somebody's not doing their job if you've been waiting two yrs! I'd go back to the same bmv and talk to them face to face. Go in there every 2 days and let them know you still don't have it. (Till you get it of course). And DON'T wait in line. I'm not saying be a jerk but just keep going in every 2 days till you get it.
