If I don't have my refill papers, but have my bottles with the number of refills on it; would there be any way to get my refills that way?

You have to come in and request your refills on Tuesday or Wednesday 9:00 am-10 am.

Yes they do refills on Tuesday and Wednesday from 9-11. Come by 10:00 am though
