If you're dining at Jackson's it is always free. If you are going elsewhere you need to get you parking validated or you need to pay, with the first hour being free (as with time after 5 pm and on weekends).
Not technically, it's free under one hour, after 5 and weekends I think but it's based on the honor system. If you eat at Jackson's it's free parking in the Orange Garage, you do not need to do a ticket or parking pay app.
